Yes I would agree with you. I am keen on schoolboy uniforms so to be naked takes all that away. I think its just as effective with shorts and pants to the ankles and shirt/pullover up to mid back... bottom is still VERY bared!!

I like to start off clothed, even if just shorts or underpants, and have the layers removed as punishment progresses. I think its because I like the feeling of helplessness and dread when my pants are pulled down for my bottom to be punished.
